Following are a list of Frequently Asked Questions that New Proposers submit.

All eligibility requirements for participation in the SBIR and STTR programs are outlined on the Department of War SBIR/STTR website.

All proposals must be submitted through the Defense SBIR/STTR Innovation Portal, the official proposal submission website for the DOW. Review the solicitation instructions carefully as they can change between solicitations.

For Phase I, a minimum of two-thirds of the research and/or analytical effort must be performed by the proposing firm. Phase II, a minimum of one-half of the research and/or analytical effort must be performed by the proposing firm.

DOW personnel should not be listed within proposals as contributors. If the proposal is awarded, the Senior Transition Analyst can coordinate with service member stakeholders to assist with commercialization efforts.

  • SBA Federal and State Technology Partnership Program: The FAST Partnership Program provides funding to organizations to execute state/regional programs that increase the number of SBIR/STTR proposals leading to an increase in the number of SBIR/STTR awards from small businesses owners in undercapitalized regions.
  • SBA Local Assistance Resources: Lab to market hub serves as a centralized entry point to Federal lab-to-market services and funding programs across the Federal government.
