Mr. Michael Emerson is the Assistant Director, Support, Personnel, and Financial Operations, Defense Health Agency. In this role, he integrates joint, Combat Support Agency clinical and business support to Combatant Commands across nine global health care networks, consisting of 728 Medical and Dental Treatment Facilities.

As AD, SPFO, Mr. Emerson is the principal advisor to the Director and the Deputy Director of DHA on all matters related to human resources, administration, fiscal management, and facility operations of the medical military treatment facilities. He also oversees the financial execution of the TRICARE managed care support contract. His leadership is integral to the execution of a $68 billion unified medical budget that enables 143,000 civilians and military personnel to sustain a medically ready force and ready medical force through $21 billion in cost-effective TRICARE services to 9.5 million beneficiaries.

Previously, Mr. Emerson served as the Director, Defense Health Programming, where he led a team supporting the Defense Health Agency and Health Affairs in the development and submission of the Appropriation’s $42 billion Program Objective Memorandum and President’s Budget.

Mr. Emerson is a retired Air Force Medical Service Corps officer. He holds a Master of Healthcare Administration and a Master of Business Administration from Baylor University, and a Defense Financial Management Certification, Level III. With more than 30 years of leadership experience in the Military Health System, he has shown success at corporate, hospital, and clinic-level operations-leading multidisciplinary healthcare teams and managing financial/human capital resources; supply chain and facilities management, contract management, patient administration, and program implementation.
