Col. Joshua L. Miller is the Acting Director, Resource Management, Defense Health Agency, Falls Church, Virginia. The AD R&PI provides human resources (J1), financial management operations and facilities (J8), contract resource management, and DHP programming policies and execution supporting nine Defense Health Networks. In this role, he oversees the comprehensive financial landscape of the $60 billion Unified Medical Budget. His responsibilities include financial execution, budget creation and submission, audit compliance, and infrastructure planning.
Through his management and leadership of seven divisions and over 700 personnel, Miller ensures fiscal compliance and effective resourcing for over 700 military and dental treatment facilities worldwide. These facilities collectively provide quality health care to 9.5 million beneficiaries. Additionally, Miller acts as the primary fiscal advisor to the Assistant Director, Resource & Personnel Integration, and the Director, Defense Health Agency.
Before his current role, Miller was the Senior Budget Analyst in the Office of the Under Secretary of Defense-Comptroller. There, he advised the Under Secretary of Defense (Comptroller), providing executive oversight for $300 billion in Unified Medical Budget planning, programming, budgeting, and execution activities across the Future Years Defense Program.
Miller also served as a subject matter expert, representing the Department of Defense on all matters related to the Defense Health Program, Medical Military Construction, and Military Personnel. In this capacity, he engaged with key governmental bodies, including the Office of Management and Budget, the Department of State, the Department of Health and Human Services, the Government Accountability Office, and Congress.
Miller is a graduate of the Air War College in Alabama. His awards include a Bronze Star, the Defense Meritorious Service Medal, and the Meritorious Service Medal.
